Programme Manager Hertfordshire

Hours: Monday - Friday 8.30am to 5.00pm, or 9.00am to 5.30pm 1 hour lunch 37.5 hours per week.

Salary Band: £30,000 to £36,000 p.a. pro rata

Purpose of the Job

  • Deliver TCHC’s government-funded initiatives in Hertfordshire in compliance with all targets, outputs and contract requirements, ensuring they are carried out in line with TCHC’s corporate strategy, and are managed with due regard for propriety, legislation, quality and value for money
  • Ensure Adult Education Budget funding is utilised through the delivery of regulated courses
  • Maximise claims for starts, completions and job outcomes on all projects by working with operational staff to coordinate delivery and drive performance
  • Maximise monthly project claims through regular communication with tutors, personal advisers and the administration team; ensure these are timely and duly evidenced and that evidence flows continually from delivery centres to our Stansted administration hub
  • Foster high rates of learner retention on all courses so that completions and achievements are outstanding
  • Work closely with DWP contract managers and staff to maintain positive, productive relationships between TCHC and DWP
  • Ensure high quality delivery and optimal learner outcomes by mentoring staff to continually improve their performance and developing best practice so that workbooks are completed to an outstanding standard (with formative and summative assessment from the tutors to learners for internal verification)
  • Ensure quality systems, financial controls and project evaluation mechanisms are in place and that they meet the needs of TCHC, ESFA, DWP and all other relevant bodies
  • Work with the Programme Director to further develop activity to continue to improve project delivery
  • Work with key stakeholders and regional and subregional partnerships to ensure quality of service, strategic fit, and efficient and successful delivery

Main Tasks and Responsibilities

  • Work with the Programme Director to oversee quality and consistency of provision and to identify and resolve any problems at the earliest opportunity
  • Work closely with TCHC’s gateway and recruitment teams to ensure customers receive a high quality service throughout – from initial referral into a sustainable job outcome
  • Promote courses through presentations to DWP work coaches to maximise referrals from local Jobcentre Plus offices 
  • Provide regular feedback on client progress to DWP work coaches, sharing CV updates and information on job applications, interviews and outcomes
  • Support staff and programmes by providing direct delivery as necessary, and deliver advice or placement activity to support staff as required
  • Prepare and present regular reports on engagement, progress and outcomes for TCHC colleagues, ESFA, DWP and other partners and stakeholders
  • Work with ESFA and DWP to promote the quality and equality of provision for participants engaged in learning
  • Promote projects successfully and develop case studies to support future delivery by working closely with TCHC’s Marketing Manager; ensure that staff are aware of projects and services on offer and can promote them to learners and employers
  • Travel throughout the London region and through other TCHC regions as required
  • Gather information through research and networking and use own initiative to contribute to future business development
  • Make regular checks on quality and service processes, protocols and administration to ensure they meet the standards of both internal and external audit
  • Manage efficient data collection - providing sector, size, geographic and training needs information on companies, and qualifications, funding, and personal data for individual clients
  • Collate relevant local labour market intelligence and support operational staff to use it effectively to ensure client outcomes
  • Carry out other reasonable duties, appropriate to the post and the candidate’s experience and qualifications

Skills and Attributes

  Essential Desirable 


Level 3 NVQ in Advice and Guidance   
PTLLS, Certificate of Education or PGCE qualification   x  
Educated to Degree/Level 4 or equivalent comparable experience x  

Knowledge / Technical Skills

Knowledge of types of training provider and what they offer – colleges, higher education, independent, etc.  x  
Basic understanding of HR practice, especially as concerns redundancy      
Knowledge of local labour markets and trends     
Microsoft Office: Word, Excel, Outlook, PowerPoint – intermediate competency     


Successful record of working with employers and individuals in providing HR support or training advice x
